It was the Supreme Court of Virginia's goal in creating a statewide online service for all 133 general district court for payment of traffic and violations that would make it easier and more accommodating for over 8 million citizens of the Commonwealth while provide efficiencies for the Courts. Prior to the launch of the online service, all payments were made in person, over the counter or mailed in. The process was very labor intensive, and the costs associated with processing these payments were ever increasing. The Supreme Court saw a significant need to get citizens online and not in line to making life simpler and more convenient for both citizens and the Courts.

In 2003 the Supreme Court of Virginia teamed with Virginia Interactive (VI) to build, host and integrate electronic payment capabilities for general district courts with the Virginia Court internal systems to provide an efficient online payment portal. The integrated payment portal enables citizens to make online payments, via credit card, for several types of "pre-payable" and "post-payable" offenses such as speeding, failure to yield, seat belt violations, open container in public, and unleashed animals, from any computer with Internet access, night or day, 7 days a week.

In noting the convenience for citizens of the new online service, Virginia Governor Mark Warner stated "We want citizens 'online' instead of 'inline' wherever possible. This new service is one more way that Virginia is making it easier to access their government. I applaud the court for this innovation."

Since launching, the service has processed over $900 million, and the time savings has proven to be a huge benefit for citizens and 133 general district courts. Where citizens once had to wait days or even weeks to get their violations paid and processed, now citizens pay online and are able to move forward with their daily routines.
